CAMP Management Programme Development Manager
The Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek sanctuary in Tanzania. As of March 2019, Tanzania is hosting almost 285,000 refugees in the designated refugee camps of Nyarugusu, Nduta and Mtendeli. NRC opened an operational office in Kibondo, North Western Tanzania, in November 2016. It now operates in three camps hosting asylum seekers and refugees mainly from Democratic Republic of Congo and Burundi. Nyarugusu Camp where NRC implements the Camp Management programs, hosts 153,625 refugees and asylum seekers as at 31st March 2019.
NRC became Implementing Partner with UNHCR from 1st May 2017 for Camp Management in Nyarugusu .
Norwegian Refugee Council is looking to hire a Camp Management Programme Development Manager (PDM) whole role is to strengthen, further develop and implement the Camp Management portfolio. The PDM will have overall responsibility for the design and implementation of NRC’s camp management activities in Tanzania.
Generic responsibilities
Specific responsibilities
1. Provision of Technical Support
Support strengthening the Camp Management Mechanisms (including Standard Operational Procedures) established by the Camp Management Team, while making particular emphasis on meaningful inclusion of the different camp community groups (women, youth, elderly and persons with specific needs) in decision-making processes.
Assist the Camp Management Team in the establishment and strengthening of an effective and transparent coordination system at camp-level, including coordination of service provision and other defined camp activities.
Support the Camp Management Team with the ongoing process of clarifying roles and responsibilities among camp stakeholders.
2. Support Coordination and Strategic Planning at intra and inter-camp levels
In close consultation with partners, develop concrete initiatives and specific strategies to improve inter and intra-camp coordination, as well as reduce identified risks.
Contribute with technical support at the inter-camp coordination level, in order to develop, apply and promote harmonized CCCM standards, guidelines and good practices for the overall response.
Assess inter-camp level needs and identify problems/gaps and propose/prioritize timely practical actions to respond to particular problems.
Help to develop contingency plans in terms of population movements at intra and inter-camp levels
3. Monitoring, Reporting, and Development
Support the development of Camp Management monitoring tools and mechanisms to ensure proper camp management and follow up.
Support the quality control and site monitoring to ensure that services provided are according to international best practice standards and to measure progress against implementation plans.
Work to ensure adequate reporting and effective information sharing including by disaggregating data by age and gender.
Monitor financial spending and budgets for the program.
Contribute to donor and management reports on CCCM support projects.
